During a news conference at the High-Level Pledging Event for the Humanitarian Crisis in Yemen, Under-Secretary-General (USG) for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths said:
I appreciate everyone's presence. But a special thanks to Andrea and Carl, as well as to Switzerland and Sweden. Carl Skau is the Deputy Director-General and Head of the Department for Multilateral Partnerships at the Swedish Ministry of Foreign Affairs. Andrea Studer is the Assistant Director-General and Head of the Middle East and North Africa - Europe Division at the Swiss Ministry of Foreign Affairs.
This high-level launch is the sixth of its kind, and I believe you have helped us navigate those numerous occasions. It makes me sad. I believe it to be the seventh. Yet, it is a very, very significant one because, as you are aware, Yemen is a country that many of us hold dear.
One of the worst humanitarian disasters has occurred. Yemen used to consistently assert that it was experiencing the world's worst and most severe humanitarian crisis. Furthermore, I believe that regardless of how it is calculated, it is of utmost significance. This year, Yemen is expected to have more than 21.7 million people in need of humanitarian aid; of those, this humanitarian response plan will primarily focus on serving around 17 million people. With a $4.3 billion budget, we got more than $2.2 billion last year for the 2022 plan owing to the generosity of governments everywhere.
This year, we are seeking around the same sum ($4.3 billion).
Before giving the floor back to Andrea, I just wanted to add two additional things. First, Yemen experienced a cease-fire last year. And a rare bit of good news for people who are interested in resolving disputes. And as I was informed just before entering, this is a cease-fire that has been negotiated for renewal, but in practice, many of its provisions are still being used to achieve the reduction in military operations, improvement in the health of the Yemeni people, and better access, though they are far from perfect and still have a ways to go.
The second issue is the economy. We discussed that I believe, in prior similar launches. It was a recurring topic while I served as the Special Envoy for Yemen. I want to draw attention to the Kingdom of Saudi Arabia's extraordinarily generous recent $1 billion donation to the central bank of Yemen's economy. That is vital information.
Last but not least, I'd want to conclude by wishing Hans Grunberg, the amazing Special Envoy for Yemen, every success. For the Yemeni people, his success is the one we are all hoping for. I'm grateful.
USG Griffiths: Regarding hunger, I do not have the precise numbers, but I would want to point you out that, as we were discussing just before entering, we were able to avoid famine last year thanks to work and kind support. In the upcoming year, Yemen will not have IPC [Integrated Food Security Phase Classification] 5. That is extremely amazing considering that Yemen has long been at risk of famine. Hunger is real, but perhaps not famine. Yet, this does not mean that Yemen is immune to the effects of climate change, with floods serving as Yemen's particular manifestation of the issue.
Yet, it is obvious that food security—during the latter part of last year, I believe we were feeding up to 11 million people—is of paramount importance, and the rations had to be reduced. The World Food Program, however, I believe, was able to target it, and as a result, we are in a slightly better situation this year. Nonetheless, because it is IPC 4, it is still very close to what David Beasley would consider being on the brink of starvation.
I recall that before beginning my work as an envoy for Yemen, I learned about the SAFER tanker. And it has always seemed like one of the scariest possibilities to me.
The majority of the money needed to shift the oil out of the SAFER tanker has been raised thanks to the goodwill of local governments and others. But, we are primarily interested in the last part of it and the various estimates of its cost because the cost of purchasing a tanker has increased as a result of the conflict in Ukraine. Estimates have to increase as a result. Yet, out of the $95 million in pledges, we received $75 million. Something has to be completed, please. ... order for David Gressly, his team, and the UNDP [United Nations Development Program] in particular to arrive, unload the oil into a used tanker, and make that sea safe. I'm grateful.
